Below is a comparison of Guam, Hawaii, Virgin Islands and National Mean Hourly Rates per Occupation (avg hourly pay per occupation). This report uses 2013 State and National Occupational Employment and Wage Estimates. This report only compares occupations that are estimated to be impacted by the proposed minimum wage that would go into effect in 2017. 

 

This report demonstrates how much lower the compensation is on Guam compared to the rest of the nation. This is especially the case when Guam is compared to Hawaii. 

The urgency behind raising the minimum wage has everything to do with the current compensation levels of workers not being proportionate to the economic growth on Guam, and definitely not proportionate to the increased cost of living on Guam.
