As you can see below, Guam's wages in the hospitality industry are lower than what they are in the states and also lower than the wages in the Virgin Islands. The Virgin Islands is surrounded by non-US islands that have tourism, and is still able to remain competitive and compensate their employees much more fairly than in Guam.
